The Azerbaijan Government Scholarship Program for the 2025/26 academic year, dedicated to the memory of Heydar Aliyev, is now accepting applications. Offered by the Ministry of Foreign Affairs and the Ministry of Science and Education, this “Heydar Aliyev” International Education Grant Program provides opportunities for international students to pursue preparatory courses, bachelor’s, master’s, doctoral, and medical programs in Azerbaijan. Around 100 scholarships will be awarded, each lasting up to 5 years. No application fee is required, and students from all academic disciplines are encouraged to apply. Eligibility Criteria

• The Scholarship is open to all Nationals except Azerbaijan.
• Citizenship: Citizens of the Republic of Azerbaijan or individuals whose citizenship in the Republic of Azerbaijan has been terminated will not be considered for the scholarship.
• Age Requirements (as of September 15, 2025):
  • Undergraduate and general medicine programs: Foreign nationals must be below 35 years old.
  • Graduate and medical residency programs: Foreign nationals must be below 40 years old.
  • Doctoral programs: Foreign nationals must be below 45 years old.

Step-by-Step Application Process:

• Do not apply directly. You must wait for your country’s designated authorities (Ministries, Embassies, and Higher Education) to announce the call for applications.
• Apply and submit your documents to the respective authorities.
• The respective authorities will then select and nominate eligible candidates.
• If nominated, you will proceed to the second stage of the application process. This involves applying through the Study in Azerbaijan Centralized Admission Service (SIACAS).
